Stephen Brooker

Stephen Brooker

Stephen Brooker joined the practice in April 1987. He has headed up the team at the Bourne End Office since 1994 and became a director and co-owner in 2011.

Stephen began his career working as a planning assistant and senior planner at Hertfordshire County Council and Dacorum Borough Council. He moved into private practice in 1983, setting up and running a town planning consultancy within a firm of estate agents with offices in Hertfordshire, Buckinghamshire and Oxfordshire.

Stephen has worked on many different projects for a wide variety of clients, however he specialises in the leisure sector and brought some major leisure clients with him when he joined Walsingham Planning.

He pioneered the planning aspects of the coffee shop chains that are now a common feature of British high streets, establishing the boundaries of what needs planning permission. He has also worked on hundreds of pub, restaurant and hotel projects across England and Wales. Other projects have included golf courses, football and tennis centres and holiday resorts.

Stephen has been a member of the Royal Town Planning Institute since 1981. He is experienced in instructing planning counsel and giving evidence to public inquiries.

Away from the office Stephen enjoys mountain walking and cycling. He played hockey for many years and now coaches his home club in Banbury and manages the club 1st team and one of the junior county teams. He is also treasurer of a group of local charities that were set up at the time of the Enclosures to compensate villagers for their loss of common grazing rights.

Mark Krassowski

Mark Krassowski

Mark Krassowski joined the Knutsford office as a director in June 2009 and became joint owner of the Walsingham Planning with Stephen Brooker in 2011.

Mark has over 25 years’ experience as a planning consultant, having worked previously for Town Planning Consultancy Ltd in London and Glasgow and RPS in Manchester, where he set up and ran a successful planning team.

He has wide experience of planning matters and advises both private and public sector clients on retail, leisure, education, residential and commercial development projects. He specialises in retail and leisure developments, including out-of-centre food stores, retail warehousing and sports and tennis clubs. In recent years he has successfully negotiated planning permission for a large number of mixed use developments across the UK, including Sandbach, Nottingham, Wembley, Hexham, Maidenhead and High Wycombe.

Mark regularly gives evidence at planning inquiries and is experienced in instructing planning counsel. In 2012 he was instrumental in a successful appeal for 280 new homes on a greenfield site in Flintshire. He also gave evidence at a public inquiry in support of a 450-unit residential scheme without any affordable housing on a heavily contaminated site in Maidenhead, helping to secure planning consent from the Secretary of State.

Outside of work Mark’s main passion (apart from his wife, children and dogs) is mountain biking. He can regularly be found blasting up and down the hills of the Peak District or competing in trailquest events (orienteering on mountain bikes). Mark’s enthusiasm for the outdoors also extends to rock climbing, mountaineering, walking and fell running.

Jonathan Vose

Jonathan Vose

Jonathan Vose joined the Knutsford office in August 2013 and was made a Director in December 2015. He had previously spent 11 years working as a Planning Consultant in Manchester, for DPP, Rapleys and, most recently, Pegasus Group. At Pegasus he was jointly responsible for establishing and managing the firm’s Manchester office.

Jonathan’s planning specialisms are varied and extend to the fields of leisure, retail, motor trade and healthcare, among others. He also has a keen understanding of the local and national residential development sector.

His recent caseload has focused principally on residential development, utilising his knowledge and understanding of land supply and other related matters. This knowledge and skill has enabled the delivery of a 100 unit scheme adjoining, but outside, the Settlement Boundary of Holmes Chapel in Cheshire and in securing permission for a 190 unit student scheme in central Liverpool.

Jonathan also manages the northern Premier Inn extensions programme. In 2015, permissions were secured to deliver over 1,000 new rooms across northern England, Scotland and Northern Ireland.

Jonathan is experienced in giving evidence at planning inquiries and hearings and instructing planning Counsel.

In addition to spending time with his family, he enjoys running and is a keen cyclist. Jonathan was part of the Walsingham Planning Team which undertook a London to Paris Cycle ride in 2014, raising over £4,000 for Macmillan Cancer Care in the process.

Ian Jewson

Ian Jewson

Ian Jewson joined the practice as Director and co-owner following Walsingham Planning’s acquisition of Ian Jewson Planning (IJP) in March 2016. He has headed up the team at the Bristol Office since founding IJP in 2009.

Ian began his career in 1996 working at Woods Sanders & Co planning consultants based in Reigate. He moved client-side after that working for a plc property company and then a private housebuilder in and around the London area. He moved to the South West in 2003 after starting a family and was subsequently appointed as a Director of RPS in Bristol.

Ian has worked on many different projects for a wide variety of clients but particularly specialises in the housebuilding sector drawing upon his previous experience as a client. He has a never-ending appetite for challenging projects and particularly enjoys finding innovative solutions to difficult planning problems. He has worked on countless projects across the country and has an extensive experience of delivering small, medium and large scale projects through the planning process.

Ian has been a member of the Royal Town Planning Institute since 1998. He is experienced in leading consultant teams on major strategic developments and regularly gives evidence to public inquiries as an expert witness. He also recognises the importance of the personal touch in today’s complex planning process and is a strong advocate of building relationships to achieve positive outcomes.

Away from the office Ian likes nothing more than to escape for a few hours on his pride and joy having passed his motorcycle test in 2009. Ian is regularly seen on the side lines of local football and rugby pitches supporting his children’s various sporting commitments. He is also a lifelong supporter of Arsenal Football Club despite the regular pain and misery this brings!
